The role 

We are seeking a hands-on, dynamic, and ambitious People Operations manager to join our team. At this stage, this will be a highly operational position that blends recruitment, HR management, and organizational support, while offering the unique opportunity to shape and elevate the culture of a new office. The role will bridge our Sarajevo and Sweden offices. It will also play a key role in supporting the development of our Sarajevo hub, established as part of our long-term partnership with ICA, with clear potential to grow into a leadership position as the team continues to expand.

About the hub

As part of our long-term collaboration with ICA, Zendev is establishing a dedicated IT hub in Sarajevo with a growth plan of 100+ professionals working exclusively on ICA projects. This isn’t a traditional HR role. It extends beyond operational responsibilities to play a key role in creating a new workplace culture.

What you'll do

People & culture

  • Drive onboarding and probation review processes.
  • Support performance management cycles and feedback initiatives.
  • Assist in organizing and facilitating training and development programs. 
  • Partner with management to nurture a transparent, motivating, and inclusive culture.
  • Take part in initiatives that foster belonging and community engagement, contributing ideas and energy to strengthen team cohesion.
  • Act as a trusted point of contact for employees, ensuring openness and engagement.

Recruitment support

  • Collaborate with resource managers to define role requirements.
  • Participate in end-to-end recruitment processes, from sourcing to offers.
  • Help ensure timely staffing in line with the hub growth plans.

Office & operations

  • Oversee daily office operations and administrative workflows.
  • Coordinate internal communication and employee engagement activities.
  • Support implementation of HR policies, code of conduct, and behaviour guidelines tailored for Sarajevo hub.

Qualifications

  • Minimum 3+ years of experience in recruitment and HR operations, covering full-cycle processes.
  • Bachelor’s degree in Psychology, Human Resources, Business Administration, or related field.
  • Strong organizational, communication, and interpersonal skills.
  • Ability to work independently, take ownership, and drive improvements without being micromanaged.
  • Fluency in English.
  • Experience in the software industry is highly appreciated.
